UK Energy Regulator Proposes Measures to Reduce Grid Connection Backlog for Renewables Projects

Britain’s energy regulator, Ofgem, has unveiled proposed regulations aimed at addressing the significant backlog of renewable energy projects awaiting connection to the national grid.

According to a consultation document released on Friday, more than 730 gigawatts of projects are currently queued for grid connection—far exceeding the 220-225 GW of capacity the National Electricity System Operator estimates must be operational by 2030.

Ofgem highlighted that the current queue is both oversubscribed and misaligned with Britain’s long-term energy needs. For example, the mix of technologies includes more solar and storage projects than are likely to be required by 2050.

Under the proposed rules, projects would be prioritized based on their ability to become operational within five years and their contribution to the optimal mix of renewable energy technologies. This is expected to streamline the queue and ensure progress aligns with national energy goals.

Despite network companies managing an unprecedented number of connection requests, Ofgem said “tough but fair” measures are necessary to prevent delays and enforce project deadlines. The proposals include strengthening grid company licenses, introducing financial penalties, and implementing stricter enforcement measures if milestones and deadlines are missed.

The new regime, if approved, could be in place within 12 months. Ofgem plans to conclude its consultation and publish a response in the spring of next year.
